The world of Dungeon Crawl Classics is made up of ordinary people, who are not heroes or even first level characters for that matter. That is, according to the DCC rulebook, 95 percent of the population are zero-level characters. Only exceptional individuals will achieve a character level, and those who have level beyond level 3 are rare. Therefore, a large number of the NPCs Players will encounter are zero-level characters; this will be especially true for NPCs who play secondary roles to their senior NPC counterparts in the adventurer. For instance, a group of Players may encounter a priest of the 1st or 2nd level, who is accompanied by a group of acolytes, guards and servants of the 0th level. The acolytes and guards, due to their professional training, will have abilities beyond the zero-level character funnel characters; yet, they may not have the experience to have gained a level in a character class. The Level Zero NPC Generator, therefore, serves as a tool to allow Judges the ability to quiclky creating NPC to fill these roles.
